Advancing ethics-driven dialogue at the IPU Assembly

Invited by the Inter-Parliamentary Union (IPU) Secretary-General, Martin Chungong, Globethics participated in the IPU 150th Assembly in Tashkent, Uzbekistan, from 5 to 9 April 2025. The IPU, parliamentarians, and other stakeholders highly appreciated Globethics’ expertise and engagement on parliamentarian diplomacy, AI ethics, and the role of interfaith dialogue for inclusive citizenship and sustainable peace.

Attended by more than 2000 delegates from the 181 member countries of the IPU, the Assembly was inaugurated by the president of Uzbekistan, Shawkat Miromonovich Mirziyoyev, who emphasised the role of diplomacy and political mediation in the current polarised global situation.

Globethics' Executive Director, Fadi Daou, co-moderated the panel on 'Harnessing religious and ethical values to advance parliamentary dialogue and peaceful coexistence' with Dr Sarah Markiewicz, IPU Advisor on Interfaith and Intercultural Dialogue. The panel – featuring parliamentarians and experts from Italy, Australia, Romania, Türkiye, Bahrain, Sweden and the UK – highlighted the importance of the upcoming Second Parliamentary Conference on Interfaith Dialogue: Strengthening trust and embracing hope for our common future.

The conference, taking place from 19 to 21 June 2025 in Rome, Italy, will be organised by the IPU and the Italian Parliament, in cooperation with Religions for Peace and with the participation of Globethics.

Fadi Daou also contributed to the workshop on 'Parliamentary diplomacy and mediation', where he presented an ethical framework for diplomacy and political mediation, based on the following seven values: justice, openness, fairness, empathy, trust, humility, and reconciliation. The IPU announced that, together with the Geneva Center for Security Policy (GSCP), Globethics, and other partners, they will propose executive training on Mediation for Parliamentarians.

As an expert guest of the annual meeting of the IPU's Working Group on Science and Technology, Globethics' Head of Impact, Innovation and Development, Wallace Cheng, gave a presentation on the ethics of AI on behalf of Globethics. He expressed the critical importance of the IPU Charter on the Ethics of Science and Technology, which gives guidelines for parliaments to address the ethical challenges of AI and advocates for international cooperation, especially in light of an intensified AI arms race.

Dr Cheng shared an analysis of the latest technology and policy developments and discussed the role of parliamentarians in supporting AI diplomacy for peace. On that note, Globethics will be contributing to the IPU Science for Peace schools (May in Jordan, and September in Vietnam) for Parliament staff and MPs on AI ethics and human rights.

The Assembly also offered the opportunity to meet with stakeholders and explore collaborations, including with the King Hamad Global Center for Tolerance and Coexistence through its Executive Director, Dr Abdallah Almanai. Moreover, Dr Rajabbayev Sharof Raximberdiyevich, the director of the National Agency for Development and Innovation in Uzbekistan, invited the Globethics Executive Director to a tour in Tashkent to visit innovative, academic, and cultural institutions interested by Globethics’ work, such as the Centre for Advanced Technologies, the CAT Biotech Center, and Tashkent University.
