Emilija Stojmenova Duh (Slovenia) is a leading expert in digital transformation, EU interoperability policy, and innovation governance, working at the intersection of digital policy, applied research, and real‑world implementation. A former Minister of Digital Transformation of Slovenia, Emilija brings rare hands‑on experience in shaping and executing digital policy at the highest levels of government, translating complex regulatory frameworks into actionable systems for public and private actors.

From her role as Slovenia’s former Minister of Digital Transformation, Emilija Stojmenova Duh has played a key part in shaping Europe’s digital and interoperability agenda, including serving as Chair of the informal expert group on the Next Generation European Interoperability Framework at DG DIGIT and as a member of the European Commission’s ESIR, advising on research and innovation policy. As an Associate Professor at the University of Ljubljana, she leads applied research within Horizon Europe projects, focusing on rural digital development, co‑creation, and Living Lab methodologies. Her leadership extends to global and European bodies, including the Global Young Academy, ALLEA (as Chair of the Task Force on Trust in Science), and UNESCO’s Women in Ethics of AI group. She also heads the 4P Digital Innovation Hub, promoting digital literacy and cross‑sector collaboration, and was named one of GovInsider’s 100 Women in GovTech in 2024.
