Deborah Arthur
Ethical AI Governance Fellow 2026
Deborah Arthur is a digital transformation leader, AI policy researcher, and ecosystem builder working at the intersection of AI, governance, entrepreneurship, and inclusive innovation. Her work focuses on advancing ethical AI governance, capacity building, digital policy development, and equitable participation in emerging technologies across Africa and globally. She currently serves as a Capacity-Building Consultant with the EU–Ghana Pact for Skills Project at E4Impact Foundation, where she contributes to skills development and institutional strengthening initiatives that support digital transformation and workforce readiness.
Deborah is the Executive Director of Divas in AI, an initiative dedicated to empowering women and underrepresented groups in AI through education, mentorship, community engagement, research, and development. She is an AI Policy Researcher contributing to global AI governance and policy discussions through her research work and active engagement at the Africa Center for Digital Transformation (ACDT) and Ethical AI Alliance. Deborah also serves as the Country Ambassador for Zindi and is an organizer with Deep Learning Indaba, where she supports AI research collaboration, responsible innovation, and inclusive AI community building across the African continent. Through her leadership and advocacy, Deborah is committed to shaping human-centered and ethically grounded AI ecosystems that promote equity, accountability, and sustainable development.
About the project
"African Language Exclusion in Large Language Models as an AI Governance Failure. Drawing on Divas in AI's emerging research agenda, I will document how the systematic underrepresentation of African languages in training data contributes to governance failure. The output will be a policy brief with recommendations for AI developers, national AI strategies, and international governance bodies."
