Mohamed Alouane
Ethical AI Governance Fellow 2026
Mohamed Alouane is a Moroccan development practitioner and civil society leader with more than a decade of experience designing and managing donor-funded programmes across the Euro-Mediterranean region. He has led initiatives funded by USAID, the European Union, UN agencies, and international partners, with a focus on inclusive socio-economic development, Good governance, youth participation and climate resilience. He leads EuroMedAI, a Euro-Mediterranean network advancing inclusive and responsible AI governance.
With a background in Computer Engineering and Project Management, and currently pursuing a second Master’s in Data and Artificial Intelligence, Mohamed works at the intersection of technology, civic participation, and sustainable development to strengthen climate action, good governance, and inclusive digital transformation.
About the project
"I will develop a civil society-led AI governance readiness framework for local governments in the South Mediterranean. The project would build on EuroMedAI’s regional network and on insights from our work on AI capacity in Southern Mediterranean countries.
It would also draw on global discussions on responsible AI, including debates on AI Red Lines, while proposing practical pathways for stronger regional cooperation, investment in AI talent, and more equitable capacity development, including through the concept of an AI Mediterranean Fund."
